Unhappy A/C 60 degrees only!

Can't figure it out! I can't get my temperature to drop below 60 degrees. I have converted it over to R134A, cycling mod from Old Air that replaced the POA, new dryer, new seals. Yes, the heater valve is off.
I have had 3 different shops look at it. All say the same thing. That the pressures are good, the compressor is cycling at the right pressures, etc. But still getting hot air. They can throw their hands up but I'm sweating!

I just pulled the cowl guard and ran my water hose down it. Looks good. I haven't taken off the front fender but I have looked very hard and the air intake box looks good. I need to replace the air damper but I stuffed some towels around it to eliminate that.

With the lever all the way to the right, the outside damper is closed and the one inside is open. Is that correct?
Anybody in the southeast do A/C work? I'm willing to travel to get it fixed.

I'm stuck!!!! Any suggestions, hints.
