New engine problem (kinda)

I satisfied the Army (musta been the 305 in the bed of my truck) and will be on my way shortly. My engine seems to be surging or cutting out depending on how you look at it. I haven't yet really got on it obviously. But at about 5 mph it acts like you are feathering the gas. Not really noticable at hiway speeds. I checked and there is no vacumn leaks. We set the timing at 4 degrees per fact specs but I am thinking about stopping off at an autozone and advancing it a little. What do you guys think.
