What do you think of my floor?

So I started messing around in the garage today and I thought I would pull the bench seat out and see what kind of shape the inside of the cab was in. I was fairly happy with what I found. There is a hole near each of the doors. The hole is not that big and the rest of the floor seems pretty solid. I was thinking I would cut out the rusty parts then weld in patches. Do you all think that is the way to go? Do I have any other options to fix these holes in the floor. Should I grind all the rust out of the floor? How do I begin to make sense of that mess of wires under the dash? Obviously I need new rocker panels.

I was also fairly pleased with the condition of the seat. I think I may buy a seat cover for it and drive it that way for awhile.
