blinker/lights issue

Well finally got some time away from work and started to work the blinker issue i'm having, When I turn on the head lights the front parking lights go off??? but when I put the parking lights on, the right signal will not blink, still have brake lights and rear light at all times.

Any ideas?

trying to get the basic taken acare of so I can get it to pass state inspection.
