Timing and smoking issue

Hello,
Just replaced a Q-jet and stock intake with a Holley 1850-3 (600CFM) and Edelbrock performer intake (2101) on my stock 327 4 speed (also added HEI). It's a used carb so I am looking to rebuild it but...

It surges at idle and is smoking like crazy now! I have heard that a vacuum leak could cause the surging but the smoke too? I set the timing to all places and it does the same, so it's back to TDC. (what's the best timing for this?) Should I rebuild carb then try again or search for a leak (best method?) The mixture screws on the Holley seem to do nothing either. Thanks for the help... ______________________________________________________
