Weak windshield wiper action.

The wipers in my 1970 CST-10 are sad. It's like they have arthritis.

Here's my question, was the wiper action on these vehicles ever "robust"? I can't tell the difference between low and high. Well, high goes a pubic hair faster. Perhaps my motor is wearing out, in which case it appears cheap to replace. All I know is that without Rain-X, this vehicle would be completely unsafe to operate in a mild downpour.
