2 Problems with 350 Assembly

I am putting together my 350 ('85 4X4) just recently out of the machine shop. I scored a deal on some double hump heads that are of a 1970 vintage. I am at the point where I am torqueing the heads down. Here's problem #1,

1. Do I go by the torque specs for the year of the heads? (65 ft/lbs) or by the year of the block? (130 ft/lbs) Very big difference to me.....

I am using an oil priming shaft to get the oil up to the heads and lifters and on the left side I am not getting nearly the oil as the right side. All the lifters were primed before installation

2. Any ideas why I am getting no oil??????
