Forget powder coat or POR, Galvanize your frame!!

Found this over at chevelles.com

Hot dip galvanizing a frame is apparently cheaper than powdercoating.

The car guys have a lot of discussion about painting over the galvanizing, but I think for a truck, I would leave it bare. And heres a link to a company that has lots of locations:
