Cleaning up very rusty frame, what to use?

I have a very rusty frame, in some places the rust is flaking off, what do you guys use to clean it up? I can't afford sandblasting it I have a couple of angle grinders, wire wheel? or just grind the frame? I'm just gonna prime the frame with rattle cans for now to make it presentable.
