Question Emblem Installation

Thanks everyone for your help on getting a fuel neck rubber grommet installed. Boiling water, dish soap and a little push or two from a plastic putty knife did the trick.

So now the next item I am hjaving a problem with. My painter reassembled the front fenders on the truck before he re-installed the Bowtie / 10 emblems which of course bolt on. Any ideas on how to install them without having to pull the fender?

I thought about using the 4 holes as guides to drill a pilot hole into the air vent box from the outside and then using a 5/8" drill on the inside to make a hole large enough to fit a 3/8" socket thru and then covering the holes with nylon caps, but I really don't know if I want to have 4 holes in each vent box.
