Finishing Power Brake Conversion

I put a booster, brackets, and linkage on a '71 for a local guy. I noticed the linkage going to the pedal was quite a bit shorter...didn't seem right though because I had to adjust the brake light switch all the way down to work. Also, the pedal doesn't touch the rubber bumper any more. Is this how it is supposed to be or is there a different bumper/switch/pedal or something?

Also, what is supposed to cover the hole in the firewall where the linkage goes through?
