Inner Fender Removal

This site has been very helpful. I have yet another question. Can the inner (pass) inner fender be removed w/out removing the fender? I did a search and see it could be dropped for replacing the heater core, but don't know if it could be completely removed w/out complete disassembly of the front clip. Just picked up a mostly rust free replacement( for $10!, although it has a pinhole of rust) to replace my completely rotted original, but am not looking forward to removing everything to replace it. Did this on my 70 Skylark and it was not fun at ALL.
