inner roof panel above w/s

I see you can get now. Has any one put one in. It looks like it has a flange on it is it made to be lapped against old panel(on the side away from windshield). I think I would butt weld it in. I on the fence how I would take care of a truck with rust in this area beacuse there not access to back side to sandblast/treat to stop. I might just cut out wrost looking area and replace then use long tube on my rocker gruad gun to spray somthing up in there .
