timeng cover ?'s

I getting ready to put my timing cover on & I need the torque specs for the bolts. Also should I use silicone on the gasket? I have Permatex blue RTV. Someone mentioned using rubber cement, but don’t know about that, seems like it would be a bear to get off later.
I’m hoping that the one-piece oil pan gasket will have torque specs with the instructions, but if you have the info to, that would help.
