Power steering stutters

Like the title says, Well that is the best way how I could describe it.
This is what happens, I want to make a turn, and the wheels turn difficult,
they don't turn smooth.
And you hear a screeching sound sometimes, mainly when the wheels are at the end stop (but also while steering).
(Funny enough it's harder to steer to the right then it is to the left...)
I found that the return hose was bent very sharp, almost closed it off,so I replaced that hose, thinking that might be the problem.
I bleeded the pump and did the full turns with the wheels of the ground.
No problem there, but with the wheels on the ground no improvement.
Still very hard to turn the wheels, and with the stutter.
What could cause this problem? Is it the pump, or the steering gear?
Thanks for any ideas on this.
