new delivery! and panel questions

well the pictures are backwards but i got a load of stuff from ece. and now i have tons of work to do. i figure i should start with the rust issues. i searched and found out that i should start from the inside out and cut only the rust out and then trim the panel to fit the section. i started already and have the rocker and part or inner rocker out, should i stop and do the front floor support then move to the inner rocker to outer rocker to pillar to corners. and in the corner where the floor and kick panel hit there is about a inch of rust each one. can i just fill that with scraps in stead of getting whole panels? Can i replace the rubber under the supports now or should that be done later?
