Another temp gauge question

Hey gurus, I'm having problems with my temp gauge, and I've searched the forums to no avail. I have also looked at wiring diagrams trying to decipher them. Basically, I have a new sending unit, and a new dash. The wire in the dash cluster plugin for the sending unit shows no resistance from under the hood to the plugin (that's expected, right?).

The question is what about the other side of the gauge? It appears that in tracing the printed circuit board, the voltage side is common to the Fuel Gauge and brake warning light feed. This wire has no voltage on it, which makes me think it is my culprit, but I don't know where it goes on the other end. Anyone know?
