Floor question

Is the floor supposed to be tied in/welded to the inner or outer rocker panels?

Can the floor pans be replaced without removing the outer rockers?

I don't have a lot of rust in the floors just a couple of quarter sized holes near the kick panel and about half an inch up into the kick panel. Also a couple of holes in the low spot below where the weatherstrip goes (wireway?). My rocker boxes are solid!
