Electrical Problems

I took apart my dash board on my 72 C30 and disconnected several circuits looking for a short circuit. I found it and fixed it. Now that I have put my wiring back together, my headlights no longer work.
The hot wire to the headlight switch is hot and when I turn on the switch, I can detect current in the blue and tan wires going to the fuse panel. But, when I try to detect current on the other side of the fuse panel (the engine compartment side), I get no readings. My service manual says that headlights are fused with a circuit breaker located at the headlight switch but I can't find one at the switch or anywhere else for that matter. All of the fuses in the panel are okay....I checked each one.

Any ideas?
