Timing chain?

I have a 67 K10, SBC, 4spd, NP205. My timing chain had around 12 degrees of slop so I decided to replace it. I pulled the plugs and put the turned the engine over to TDC and felt for pressure coming out of the #1 cylinder. I then exposed the timing chain and found that the timing marks do not line up. I removed the valve cover to watch the valves on #1 cylinder and felt again for pressure. My engine is on TDC but the cam dowel pin is 180 off from every installation manual that I have ever seen.

I assume I could install the new timing chain with both dots up. Is this common for a 283 or 327?

Also I cannot find the suffex code for the engine on the website that I have checked

Block: casting # 3828180 suffex T0325HCH
Heads: 3890462 c236 Camel humps built march 23 1966.

Any info on either of these would be greatly appreciated.
