undercoating

What would work better on the chassis? I was going to take a wire brush and clean it up a bit. I was thinking about either spraying it with rustolum primer and then paint it black. I can get it in quarts and spray it, or I could use spray cans of undercoating. I’ve been looking in local stores and don’t see too many options. The other option is a friend of mine says he took some tar and thinned it and brushed it on. He claims that it dried without being tacky. I’ll have to look at it. He has more that he will give me. According to him it looks as if it was painted flat black. With going over something that still has some rust on it What do you guys think would hold up best. I don't think i'll get the chassis to bare metal with a wire brush. Keep in mind I’m working on a limited budget and would like to pick something up locally.
