power steering help

I just changed to a variable ratio steering box. Everything is hooked up correctly and all the air is out of the line. The problem is at slow speeds there feels like there is no power steering. I would say that that means a bad pump, but it is new. it came with my turnkey crate motor from gm. I also recently rebuilt the front end and I wonder if the new parts are making it too hard to turn at low speed? Has anyone had a similar problem? what did you do to fix it?
