How do I fix this?

ok so I got my Blazer back from paint AGAIN and it still looks horrible. As far as I know everything was primered and he blocked it again after the first time I took it back to him. I dont know how he could have made it look so bad, I've seen a lot of the guys work and all of it looks great. Guess thats what I get for dealing with a friend . Anyway here is what it was painted with.

Any ideas for me? I know next to nothing about body work so if you wouldnt mind spelling everything out for me clear as possible that would be great ha ha.
