summit gas tank install question

I am going to move my rear crossmember back a couple inches on my 55 chevy truck so the tank will sit in nicely.

My question is this...the rear crossmember shares a couple rivits with the bottom of the rear leaf spring shackle mount. Can i just relieve the pressure off the leafs, grind out he rivits, replace the rivits on the rear leaf with grade 8 bolts/nuts and call it good? seems like it would be fine to me but I am just making sure.
