Who makes these wheels, and will they fit?

Took this picture at a car show but couldn't find the owner... they look like 19s, some sort of Torq Thrust Rim. Is it American Racing Equipment, or someone else? I know a lot of people make these... this exact combo would look great, I think.

What sizes would fit on a 73-87? How about a lowered/bagged 73-87? Would 19x8 or 19x9 all around be too big?
