Timing issue

My balancer issues are still ongoing. Today I removed plug#1 and tunred it until it spit out the paper towel I had balled up in the plug hole. I noticed that the timing mark on the balancer was not at 0 but at about 14-16 almost directly under the water pump. Then I marked up the oil pump with #1 and reinstalled the dizzy. Same issue.

If my timing marker went to about 16-18 then I am guessing that is where this thing would be at. I think the difference is that the old balancers timing mark and the key way slot were lined up with each other and on this new one the timing mark is at about 9-10 degrees. Has anyone else came across this issue and if so how did you get around it? Per the vacuum guage I hooked up I am guessing my timing is at about 10-12 since I am pulling 18-19. Same as I was before the balancer swap out.
