fuel tank install ?s

i've got to put a new tank in my '77. being that im planning on keeping it original, and i have a brand new saddle tank, im going with that. my frame mount brackets are rusted, and i have new ones, along with new straps to go on it. are regular hex bolts acceptable for mounting the straps? the factory straps are riveted. also, the brackets have insulators on them that have deteriorated over the last 30 years. would it be acceptable to take a bicycle inner tube and cut it up to make my own insulators? thanks in advance.
