Help us ID this tool

About a year ago, a friend called me to come see him at a beer joint near my home to try to ID a wrench. When I saw it, I knew it was not a wrench, but couldn't tell what the hell it was.
Saturday at a Tool Sale and Swap meet in Houston, I saw the second one of these I have ever seen. A guy had bought it on Ebay 3 or 4 years before and didn't know what it was either. We passed it around to a bunch of tool collectors and got a lot of wild guesses.
I bought it and it has been posted on my forum- Tool Talk
Check it out and see if you can help us ID this tool. More pics and some specifics are at the link above.
