Neutral Safety and Backup?

I'm almost done installing my Painless harness in my 72 Chevy, but I ran into a bit of a problem. I have installed a van tilt, but never put the neutral safety block on it, as I was not sure where it went or how it attached. Is this also where the backup lights attach? Also, there is a single black wire sticking out of the tilt shroud, is this just a ground? Any help would be great, as right now I'm stumped. Thanks!
