Right headlight bright, left one is not

I took my 67 for a drive to the post office and noticed my right headlight was bright, but my left was barely on. Anyone have a idea of what would cause this. I know my truck is hard to turn over even though the battery and the altenator, and belt are new. I was wondering if the voltage regulator might be the problem for the starting, but could that cause the headlight issue. I do know when I purchased the truck the previous owner did a good job at redneck rigging stuff, so a new wiring harness is in the future.
