carb question

okay here is another....72 gmc with 78 chevy 350 with a 4 barrel qaudrajet. I'm completely retarded when comes to carbs so bear with me. I replaced the fuel filter last night which was pretty clogged went to go start my truck back up and Gas just started pouring out of my carb through a oring with a rod through it.the rod is connected to my throttle linkage.It is located to the front driver side of the carb.I don't know what this is called. Well anyways it barely wants to run at idle and when it dies I have to press the gas all the way to the floor to get it started again. Which I'm sure cause it's flooded out.Runs fine with any type of open throttle. I was toying at the thought that it may need a fuel pressure regulator or a float is stuck or my carb just needs rebuilt.But it did it out of nowhere. any help is appreciated.sorry.
