'72 GMC 1-ton Dually Holmes Wrecker Push Bumper?

I found the remnants of this '72 GMC 1-ton dually which I'm guessing was a wrecker at one point. Not much left (no wrecker, almost no truck body), but I saved the SPID (5.43 gears!) from the glovebox, the aluminum foil sticker from the driver's door jamb, and the front push bumper. 'Tis a shame, I'd love to have had the truck whole.

The push bumper is 8" tall and weights about 75lb. On the inside the steel has raised letters "NSW - USA - 4". Is it homemade or a Holmes bumper?

I'd like to add rubber to the face of the bumper (there are no signs that it had rubber ever). I'm thinking about using TSC bailer belting which is available in 10" widths. How could I attach it? Or is there something better?
