Wiring help

Here is a picture of the fuse block on my 60. I've looked through both the shop manual and the operators manual and couldn't find out too much about the fuse block which I assume is the original. As you can see it doesn't look like many of the fuses are being used. Some of the metal fuse holders are missing. Can these be replaced and if so where can I buy some? As you can see most of the wires are pluged in to the terminals on the left side. When connected here are these wires fused or unfused? I want to hook up a radio and my dome light (and want them to run through a fuse) but I'm not sure how to do it. Thanks.
