Tail gate trim band question.

When I open the tail gate, the trim band ends up resting on the bumper. The supports at either end of the tailgate dont support the tailgate untill there is weight on it, at which time the band begins to bend out of shape.

I dont know if the brackets are too high or far forward, or if the back was ever hit and forced up. The picture shows the bumper allignment and the damage to the tail gate band.

Has anybody had this problem? What do you think will fix it?
