Horn wont shut off

I bought a new grant wheel http://store.summitracing.com/partde...0&autoview=sku and installed it without too much trouble but tonight I went out to start the truck and the battery was dead. After I took the battery off and charged it when I hooked it back up I heard that click like the horn was trying to come on. I unplugged the batter and removed the wheel and it stopped.

I put the grant wheel back on and tightened it down and sure enough same thing. So now it looks like the piece that sits below the grey piece (see attachment pdf since I dont know the name of it) provided in the kit is pushing the black and gold horn ring down and activating the horn. Has anyone come across this and how did you fix it?
