Angry Oil on Dampner

I have a newly rebuilt 250 I6 and have almost 600 mi on it. I was under the hood the other day and noticed oil covering most of the dampner. It looks to be on the front side only. My guess is it is coming down the crankshaft past the keyway. Should I have put some permatex gasket maker in there before assembly? It is newly painted and rebuilt and I really want to try and keep it clean as long as possible. It's not a show truck by any means, but just wanting to try and keep things clean.

Any ideas on this?
