column question

My sister and brother in law just bought a 88 burb that was a recovered theft. When they stole it they broke the column lower than I have seen before. They got it on the shifter section instead of up in the turn signal housing. I have a 86 burb I'm slowly parting but it doesn't have a tilt. First does any one have spare column parts to fix the original tilt for sale? If not, would a column swap work? will the 86 non tilt hook up the same as the 88 tilt? My main concerns are the ignition switch, and neutral lockout. I'm trying to keep costs to a minimum for them cause they are recently married, just bought a house, and pretty broke.
