Anyone smoothed a factory gauge panel?

I like the factory panel, but not the texture. I would like to smooth the inside and leave the outer trim rings. THen i would paint the inside to match the truck. Any tips? Anyone done this before and have pictures? Will I have to use a special primer to aid in the paint adhesion? Any comments/ info/ pictures are welcomed!

Here's a chromed one from Athey's truck shop. I will leave the chrome on the outside and in the rings, but want the textured part in the middle gone and replaced with smooth paint. Thanks!
