Vacuum Advance Diaphragm Question

I have been having some drivability problems for awhile with my '69.
narrowed the issue down to the dizzy. i am questioning the vacuum advance so i removed it from the truck. the question is....shouldn't the diaphragm move when i suck on the vacuum port. when i do i here air sucking through the diaphragm body.
