Consider that the factory carb for the 1970 LT-1 was the 3310...so I have to think we can get there The solid lifter cam wasn't all that radical, although 11:1 CR was a factor.

A dyno tune is likely the only way to get there, unless the shop has an Innovate and knows how to use it.
