rim size

I just bought a frame from someone who started a frame off rebuild but didnt finish. He said the front end was from a 83 and he added the 2 1/2" drop spindles, but my 15" 5 lug steel rims rub the disc brakes as well as the lower A arms. we had to put washers behind the rims just to get it to roll on to the trailer. I guess I could go with 16" rims but it does seem like a lot of people on here use 15" rims with no problems. also the rotors are only 1" which worries me some that this could be a problem down the road. Anyone have any thoughts?
