Is this a fuel vent??

I removed my bed yesterday to do my cnotch and i got to see the gas tank the PO had installed. This is what i found....



THat tube just had some tape over the end.... What goes here? Im assuming its some sort of vent but i dont really know if i should leave it uncovered or close it off completely???


Also, i noticed something that looked like JB weld on the line that goes to the fuel line... Here in the pic.


Its dry and i dont think its a problem, but it kinda concerned me.... Any thoughts?
