Balancer issue, need help

I have 283 that I am in the process of adding power steering. I was starting to add a pulley when I noticed no bolt in the balancer? It is threaded (7/16 fine) and I have tapped it out to make sure it is clean. My question is if I get a bolt and washer, does it seat down in the opening on the balancer or does it need to seat on the face of the balancer?

Also bought a add on pulley, it is still about a quarter in off of the power steering pulley, can I add washers to space it out? I can’t move the pump back any do to the brackets, so the add on crank pulley has to come out a bit.
