heater wheel question

I have a stupid question for you guys.
Is the heater fan supposed to spin independently from the shaft? I can hold the shaft and spin the wheel, although it doesn't spin well.

I bought a new blower motor since mine was bad and used the old wheel, but the wheel seems to have a lot of movement even though the nut is tightened all the way. Did I forget something like an alignment bushing or something? Or is my old wheel bad?

It seems to be blowing air,but it makes a loud racket that increases with speed... the noise is exactly what you would expect from this problem... just the intermittent noise of the wheel catching the shaft.
