E-Brake Help

I'm finishing up on my truck after 2 years and I just tore into the rear brakes. I took apart the drivers side and replaced what I needed to and moved on to the other side. When I got the drum off I noticed that the e-brake cable wasn't attached to anything. I take it I'm missing the e-brake lever in the drum? I would think that is suppose to be on both wheels? This is a picture of the drivers side brake showing what is missing.
