'71 Chevy park light doesn't work after having front sheetmetal off

My passenger side park light in the bumper ('71 Blazer) and passenger side marker light in the fender won't work after having some of the front sheet metal off (they worked before).

Symptoms:
  • with the park lights off, the turn signals work fine
  • with the park lights on, passenger side park light in bumper doesn't work at all and the side marker in passenger fender is very dim
  • also with the park lights on, the turn signals work but the passenger side flashes more slowly than with the park lights off

Things I've checked:
  • both park light housings are grounded to frame
  • park light assemblies light with 12V between the blue wire and brown wire
  • park light assembly lights with 12V between the blue wire and housing
  • park light assembly lights with 12V between the brown wire and housing

Posts I've read with similar problems were ground related, but I'm still at a loss as to what is wrong here.
