It is definitely flooding. Check to make sure you have no crud keeping the needle from closing all the way. I had a piece of rubber from the fuel line make it under the neddle once. It would pour gas all over the place when you stopped, but would run fine just rich. Probably worse flooding than you are having.

Try running it until it is warmed up then shut it off and look down the front two barrels. If you see fuel dripping you are having some pressure problem. A warn carb will do this. Give it a couple min. sometimes it won't start dripping immediately. Also q-jets are bad about leaking through the plugs below the bowl. A little jb weld will fix this. If you end up taking it apart check for play in the butterfly shafts. If it get too bad it will never run right.
