Question Help with OEM Tach Issue!

does anyone know if there is supposed to be an isolating fiber, plastic, or rubber washer between the rear mounting cup and the "12V" and "COIL" posts. this is not to be confused with the red plastic washers the mount under the spade connectors.

the two posts are going to ground and believe they are suppose to be isolated.

anyone have a factory exploded view of an 8 cylinder tach?
