Question OT: hooking up 3rd brake light

I hooked up a 3rd brake light in my Camaro, but when I hit the turn signals and DON'T have my foot on the brakes, it blinks. When I DO have my foot on the brake, it's solid red and works fine.
The unit is a small black box with 2 green wires, 1 blue wire and 1 black wire which isn't hooked up. Seems like the black wire wasn't supposed to be hooked up for some reason(time delay or something). I had another one hooked up, but found this one, which looked better and thought I duplicated the wiring hookups. I guess not! I no longer have the destructions for it and I'm not very electrically literate. How do I hook this up correctly?
