Stray "hot" wire by the heater/AC controls

Hey folks, while trying to track down my problem with my heater and tracing the vacumn lines I pulled the ash tray and noticed this wire just sticking up in the back, not attached to anything. I pulled it out the bottom to test it and it is always hot. Does anyone know where this wire goes? Here is a picture of the wire and also the ash tray where it was found. BTW, the heater motor and AC all work.
